Chairman Buledi’s Admirable Initiatives

Gwadar, Pakistan 02-Feb 2025- Gwadar Port Chairman Pasand Khan Buledi has stepped down from his position upon completing his tenure, with his services transferred from the federal government to the Balochistan government. In this regard, the Balochistan government has proposed a new chairman to the federal government.

During his two-year tenure, Chairman Pasand Khan Buledi spearheaded several significant development projects for the Gwadar Port Authority and the city’s various sectors. One of his most commendable initiatives was the construction of apartments for Class IV employees, particularly sweepers, which has been widely praised. As the head of the GPA, he achieved multiple milestones under the Ministry of Maritime Affairs, focusing on the development of Gwadar, the improvement of basic infrastructure, the promotion of commercial activities, and public welfare.

Under Buledi’s leadership, numerous longstanding issues were addressed, including the removal of encroachments within the Gwadar Port, approval of compensation for 23 families in the North Free Zone, and tax exemptions for industrial development. Additionally, the long-pending Gwadar Port channel dredging project, originally from 2014/15, was completed with a saving of 1.3 billion rupees, while the feasibility study for East Bay Expressway Phase II was swiftly finalized, saving 42 million rupees.

To enhance the port’s security, a modern parametric security system was installed, ensuring better facilities for port employees, business stakeholders, and investors. In a major step for public welfare, a 1.2 MGD water plant was completed and made operational, while separate electricity arrangements were provided for the North Free Zone.

In the education sector, Buledi introduced key initiatives, including a donation of 5 million rupees to the Sayad Zahoor Shah Hashmi Digital Library. The Pak-China Technical and Vocational Institute was enriched with a library named after Mubarak Qazi and an auditorium named after Mir Ahmed Bakhsh Lehri. Additionally, a library and research center in the GPA Housing Complex was established in honor of Professor Dr. A.R. Daad.

To improve girls’ education, five science teachers were recruited with competitive salaries. Furthermore, over 5,000 Oxford books were donated to Gwadar University, boys’ and girls’ colleges, and local schools. Scholarships for underprivileged students to study in China were arranged, opening international opportunities for Gwadar’s youth.

Social development also saw substantial contributions under Buledi’s leadership. Emergency relief worth 10 million rupees was allocated for flood victims, while 500,000 rupees were dedicated to the Clean and Green campaign. Financial support was extended to the Gwadar Women’s Cricket Team, local cricket clubs, and an art academy.

For public health, a new ambulance was provided to the GDA Indus Hospital, along with furniture and financial assistance for the hospital’s waiting area. Following heavy rains, a dengue spray campaign received 303,441 rupees in funding. Wheelchairs were distributed to disabled individuals at their doorsteps, and a free shuttle service was launched between Mir Abdul Ghafoor Kalmati Teaching Hospital and GDA Indus Hospital for impoverished patients.

Pasand Khan Buledi’s initiatives not only played a crucial role in the development of Gwadar Port but also laid the foundation for commercial, social, and educational progress. His efforts have greatly benefited the local community, and it is hoped that the Gwadar Port Authority will continue implementing such impactful projects in the future.
