
FBR Approves Duty-Free Vehicle Imports for Gwadar Port Development
ISLAMABAD: The Federal Board of Revenue (FBR) has approved duty- and tax-free imports of vehicles for concession holders and operating companies involved in the construction, development, and operations of Gwadar Port and the Gwadar Free Zone Area.
The policy was officially announced through SRO 82(I)/2025, introducing the Import of Vehicles by Concession Holders and Operating Companies Rules, 2025. Under these regulations, eligible importers must submit vehicle details to the Gwadar Port Authority (GPA) or an authorized official.
The authority will assess the necessity of these imports based on the company’s scope of activities, ensuring compliance with PCT Code 9917(3)(iii) of the Pakistan Customs Tariff.
Key Provisions of the New Regulations:
✔ Regularization of Previously Imported Vehicles: Vehicles imported before this policy can now be regularized if they were legitimately used for project-related activities.
✔ Vehicle Quotas:
A maximum of two motor cars (up to 1600cc)
Three 4×4 pick-up trucks
A coaster or bus for workers, as determined by the GPA
✔ Mandatory Declaration: To qualify for tax exemptions, companies must submit a Declaration Form, signed by their CEO and certified by the Chairman of the Gwadar Port Authority. This certification ensures that all imported vehicles meet the prescribed quotas and are essential for port and free zone development.
This initiative is expected to streamline operations and boost infrastructure development in Gwadar, reinforcing its role as a key trade and economic hub.
